A map can only display the newest information the platform has received. When a tracker cannot connect, its last reported position may remain visible, but that position is not a claim about where the asset is now.
“Live” means the latest received report
Every operational view should expose the age of its information. Position, accuracy and last-seen time belong together. A recent report may support normal monitoring; an older report tells the operator that current status is uncertain and may require another check.
Retained history can complete the journey later
Where the tracker and configuration support it, location information can be stored while mobile service is unavailable and uploaded after connectivity returns. This can fill in historical movement detail after the gap. It does not retroactively turn that period into live monitoring.
Multi-network improves opportunity, not certainty
Access to multiple available mobile networks can improve the opportunity to connect compared with relying on one network. Coverage, congestion, building construction, terrain, device placement and network availability still affect service. It would be misleading to promise uninterrupted connectivity.
Plan the response before the operation
- Show last-seen time prominently beside the latest position.
- Agree what age of information is normal for each stage of the journey.
- Define when an old report becomes an exception requiring contact.
- Keep alternative communication and escalation routes available.
- Review retained history after reconnection without presenting it as live evidence.
- Test likely routes and destinations, while recognising that conditions can change.
Formal election processes still determine receipt
A missing report does not prove that an asset is delayed, and a site report does not complete the formal handover. Receiving staff and approved checklists remain the authoritative way to receive and check election materials. The Electoral Commission’s handover guidance makes that human check explicit.
Tracking is most useful when it helps staff decide where to direct attention while fitting cleanly around that established process.
